Siskiyou Humane Society Shelter Evaluation Analysis

Abstract: The shelter on the property at 1208 N. Mount Shasta Blvd. was originally a truck repair facility. In 1972 a metal kennel building was built. Later a cat room and additional kennel space as well as a thrift shop building were added to the property. The property currently consists of the kennel and cat building, thrift store building, two metal containers for storage, two fenced exercise areas and a small temporary building for training and behavior evaluation as well as a parking lot for approximately 15 cars. Two old, derelict houses were demolished in the fall of 2006. Some cement foundations for these buildings still exist. The property is owned by the Siskiyou Humane Society with no debt.
The 30-year-old kennel building is currently in need of many repairs and should be replaced in the next 5 to 10 years. In making the decision to rebuild the Board will have to keep decide to rebuild on this property or sell the property and rebuild elsewhere. This analysis is to be used as a basis for the Board of Directors to plan for the future of the shelter. There will be three areas of discussion:
- Repairs that must be made immediately including those presenting immediate health and safety concerns.
- Possible additions to the property that could represent stopgap measures until a new shelter is built.
- Excavations, grading, surfacing of ungraded portions of the property.
Section 1: Immediate concerns.
- Sewage drainage problems in K2 – drains do not drain. Kennel manager was advised that regular snaking with an electronic snake could alleviate the problem. Staff should purchase necessary equipment immediately.
- Roof of K1 leaks.
- Gutters on front porch leak and are broken off in some places.
- Bathroom fan broken, not handicapped accessible, no sink.
- Corroded light sockets in cat room.
- New guillotine doors needed.
- Repair exterior kennels, posts, fencing, sheet metal.
- No hot water in kennels for laundry and dog grooming, sinks old and obsolete.
- Shorted electrical plugs in front office. Inadequate electrical service
- Additional exhaust vents needed.
- Inadequate heat and air in office.
- Laundry room inadequate, needs plumbing.
- Repair back door in K2.
- Build porch roof outside of back doors of K1, K2 to keep animals out of the sun and weather when waiting to reenter kennel.
- Winter storage space needed for thrift store donations.
- Office space totally inadequate for manager and staff.
Section 2: Possible additions to property
- Prefab building could be moved on property either at front in current dog yard or in back where derelict houses were taken down, for office/meeting/training.
- What would the city require for addition of a mobile building as regards to heat, air, sewage, electrical, parking, foundation work?
- Advantages of prefab building: speed of construction, possibly price. Disadvantages: excavation and foundation work, increased insurance, utilities, heat etc.
- Build a permanent office building. Disadvantages: cost of construction, same as to upkeep. Advantages: More attractive, permanent etc.
- Add storage containers: for thrift store storage. Possibly could provide small office space if units ordered for that purpose. Advantages: speed, cost. Disadvantages: would still require excavation and foundation work, unsightly.
- Front office needs to be painted and spruced up.
- Better telephones and intercom service in building.
Section 3: Excavation work.
Everyone agrees that the k2 exercise yard needs immediate attention. The area needs to be leveled, a retaining wall and drain installed and then resurfacing material added. Rocks need to be removed and permanent shade needs to be added. Footing needs to be safe for animals and workers and surface needs to be made easy to keep sanitary.
More detailed information will be forwarded to the board after the site visit and receipt of more information from kennel manager.
